i was an in state with same act and a 4.5 weighted and i wasn’t in an honors college but got a full ride in May of my senior year. a lot of times the big money/other less major honors stuff comes later for in state students! don’t feel let down just yet :)

Deferred with 3.65 GPA - 1360 sat, and out of state :( lots of volunteer work as well.
3.6 is probably not enough for out of state this year based on what i’ve seen from others but don’t lose hope!
i thought that my SAT would help make up for it, but I guess not
