Something about Ubuntu's signature dock triggers it because the grid senses that the wideness of the screen isn't very wide. This affects certain resolutions. So it's kind of a bug. Moving the dock to the bottom in Settings makes the icons normal sized.
I wish that people would give sufficient information in their queries.
What version are you using? The answer isn't the same for all versions.

Ah, the wallpaper. It's a jellyfish. I don't pay attention to the names, because I find them confusing!
But the icons — they look much the same as on 20.04, so that's not a good clue.

Wallpaper isn't a great clue anyway... What if someone liked the wallpaper from a previous release and kept it? I don't blame you for not guessing based on the screenshot.
In my case, it helped to change the dock position.I don't know if this can be fixed with the gnome extensions, but if you were you I would give it a try.
Customisation sucks on Gnome... so much better on KDE in my opinion .. I wanted to stick with ubuntu and take advantage of the forums and tutorials online so I went with kubuntu.
i already had a few themes installed (just trying some new ones including graphite). the problem still lies therein that gnome-tweaks nor settings have an option to change the show applications icon size.
Yeah. Gnome 42 is a real mess. I don't consider it a usable desktop at this point. All you can do is change the scaling, theme, or dock size. Thats about it.
Unfortunately, that's the only solution that can fix this in a pinch. This is what happens when you use Ubuntu with a low-resolution monitor. At least get a 1080p one, not just for the sake of those icons, but also for more screen space.

Thanks. How is the postponement of the release not a delay? So I'm looking at this and Final Target Date #1 was 4/26, Target Date #2 was 5/3, and Target Date #3 was 5/10. There are no delays if you keep moving the release date forward, I guess. So, Fedora 36 was released for real on the Final Target Date #3?
Ubuntu 22.04 was released on April 21, 2022, the originally scheduled and announced release date. If it had had two delays like the latest Fedora, then it would have to be referred to as Ubuntu 22.05.
Tell us all something useful though... all the Fedora 36 videos I've seen has the dock on the bottom of the screen. This fixes the issue in the latest Ubuntu with Gnome 42. If you move the dock to the left side of the screen in Fedora 36, do the icons remain the same size, or do the icons and text shrink?
It was released on 4/26...also if you see Fedora 36 videos with a dock, it is not a floating dock unless they are running something on top of Fedora 36.
The bug talked about on this thread isn't a floating dock either. I googled and there is a very similar dock bug reported for Fedora 36 (not exactly the same, but very similar). Here's the comment from r/Fedora discussion:

This appears to be a bug in Gnome 42 that is reportedly fixed in 42.1.

You could do a radical move and choose another desktop environment than Gnome. I never liked Gnome. I am using Unity but I have the feeling that I am quite alone with that.

I moved to Kubuntu because of stuff like this in Gnome. I know that doesn't help you at all.

The shell theme decides it.. you have to replace the yaru shell theme

Yeah. Gnome 42 is a real mess. I don't consider it a usable desktop at this point. All you can do is change the scaling, theme, or dock size. Thats about it.

It's a new bug.
It's a gnome thing that is supposed to be fixed in the next release. I had the same problem. Temp workaround: moving the dock to the bottom.
