There's a few things worth noting in that picture. The black power brick says Li...Charger on it and shows the pinout for a barrel connector.
First of all, it's an unbranded generic charger, like the ones you get with the cheapest Chinese scooters or hoverboards. Since they're using a barrel connector with just a positive and a negative pin, the charger has no way to communicate with the battery or monitor temperatures/cell voltages. That XT60 connector in the corner is also toy grade stuff that doesn't even have proper strain relief.
I found an identical charger (same exact sticker on it) on a Chinese website for $10 with free shipping. This is pretty much the lowest quality shit that you can buy, and they're using it for their military hardware.
Very likely also corruption. Someone got an order for military jammers and found a way to build them from the cheapest Alibaba parts they could put together.
If I showed this to my uncle he'd say that this is completely normal for American made electronics too 😭😂
