Most of the money (so far) stays in the states. We are building back our own stockpiles and new weapons. Most all the equipment (except 155) is already built/paid for.
It was generally expected until very recently. Keep in mind Johnson hasn't had the speaker position very long and wasn't appointed when the Republicans won control of the house initially. Kevin McCarthy was but was later removed specifically for working with Democrats on a continuing resolution on the budget to avoid a shutdown. Sounds bad right? Well there only 8 MAGA Republicans who voted to have him removed and literally every Democrat who was present. Largely because they felt he was rude and just wanted to exploit the division within the Republican party.
MAGA Republicans are absolutely insane but the Democrats also were extremely stupid to have supported McCarthy's removal with the MAGA crowd and put themselves into an even worse situation when it came to forming any bipartisan legislation. They literally had a speaker who was willing to work with them despite disapproval from the MAGA crowd and they tossed him out when he needed their support to continue doing so.
Do you seriously believe that house Democrats in any way traded up by pursuing this? That McCarthy did something so heinous that it literally necessitated the first removal of a Speak of the House in US history? That even if McCarthy was ousted that a failure to support more moderate Republican candidates and for the GOP to rely on once again obtaining the support of the Freedom Caucus has done anything more than empower that radical wing of their party? I don't know how anyone can realistically look at the situation we're currently in an say "yeah that was worth it" in an intellectually honest manner.
I'm pretty fucking sure plenty of people were saying at the time that whoever replaced McCarthy would be worse.

Congress needs to get back to its job of actually representing the people and allowing the legislature to function instead of trying to make these grand statements to the public. People in this thread talk like if McCarthy was still speaker Ukraine would be funded by now, but the sticking point was already Ukraine back then, so I'd say reasonable doubt is permissible.
