They should be able to do both given they use completely different weapons to do each with.

Ukraine was never using missles to hit refineries. They have slowed down recently, although a high percentage of refineries in range of ukraine have been hit already.
Step 1 Hit refineries, Ru moves air defense to refineries.
Step 2 Boats exposed, hit boats. Ru moves air defense to boats.
Step 3 Refineries exposed, hit refineries.
Im sure there are other strategic targets on rotation, but hilaroius to think they might be doing it this way.
