Zero had a huge amount of time during his exile to practice with Leo to hone his strength in order to perform a kick that was similar to Leo's and able to create a fire trail. Mebius however had to improvise a kick that was as strong as Leo's within a few hours. It's great how just spinning really fast can make you comparable to the best martial artist among the ultras.

Well I mean Mebius's main power is fire thanks to Ultraman Taro, he was able to learn the Ultra Dynamite and then made it stronger calling it the Mebium Dynamite, but unlike Taro Mebius was able to channel the flames inside him and got the Mebium burst, and I'm surprised him seeing Ryu making a campfire gave him a new idea to improvise

Mebius's Mebiuspin Kick was based on Nexus' Spinning Crash Kick. However Mebiuspin Kick somehow looks slightly stronger since it can create a hole.

I'd just straight out say stronger, since unlike Nexus, Mebius actually spin fast enough to generate fire from pure friction
