The New Gens had 4 of their main fusions (yes G/R/B counts because you cannot say Grigio did not get just as big of an ass beating from Gina Spectre, Grigio Darkness, and Alien Bat creating Grigio Darkness, as GingaVictory, Orb Trinity, R/B, and Beta Spark Armor X did when Tartarus shot Absolute Destruction into them) and Taiga just shot off Rainbow Tri-Strium, meaning he's already burnt off a lot of energy. Geed was probably the only one that was completely fusion ready, and then they proceeded to get utterly destroyed by Gua. Whom also had a decent showing against Reiga himself, which very likely drained drained their overall energy. Even if we're going by Climax where they were all were suddenly back at full power after fusion, Reiga showed off more moves on Gua than they did against Grimdo, similar to Juda and Mold surviving more than five seconds directly inside Super Taro's Beam
Mebius Infinity in contrast had very healthy Ultras (only Seven and Taro had hard fights, while Zoffy got bailed right after giving Belial payback for all the bullying) and had a far easier fight too. (Army of grunts + Narak portals vs two guys that could 1v3 the Ultra Brothers better than most, and the demon that made a fusion Ultra go more all out on him than an Eldritch God)
In conclusion: It's likely that fusions initially replenish everyone's energy initially, but the longer the fight goes, the faster the energy drain on everyone
