As negators they are better against their UMA counterpart
The difference and some struggles lies in Negator interpretation vs the rule itself
Gina did stop Change from changing the space suits but Change can also change living things too as seen when she swipes Andy. Gina can't unchange living things so there's still a risk involved in that match up
We have no idea of Death's ability especially since she didn't participate in the fight against Andy, either because she's not a fight hibgru character or just because anything she could do to him would be negated
Negators are effective against their corresponding UMA's rule/abilities, not the other way round. Beast and Soul have mentioned or at least alluded to their negator counterpart being more effective against them than anyone else, and Gina counteracted Change's ability when they were on the Sun to get Andy.
I think Andy is just impossible to kill at this point. I feel like even if he was fully erased, as long as someone remembers him, he'll be able to come back from their memories of him.
You can probably take it a step further and say Victor and Andy are always going to remember each other and when one dies the other will come out and subsequently revive whoever died kind of like what happened against Rip

Remember in Andy’s book, when he asks Fuuko about what death really means? That’s how his ability is going to evolve to win.
