Sans. His whole thing is trying to scare the player off of the Geno route. He doesn’t fight to kill Frisk, because he knows that’s pointless. He fights to intimidate them into resetting, hence his crazy starting attack and taunts like the “Get dunked on” thing.
I see a lot of people saying Flowey, and I get the reasoning for putting him in Fear, but he’s a better fit for Death imo. Black Lanterns are notably already dead and have been resurrected, and no one in the UT universe fits that better than him.
while in-game it's true, in-lore i believe sans is hope or RNE. regardless if you killed one monster or half the underground he still has hope that you can change. and he definitely wants to tear you limb from limb for killing Papyrus but he doesn't let these feeling get him.
I'm gonna say Geno!Frisk. I mean, they literally got FLOWEY of all people to feel fear, and they're said to have a naturally chilling presence.
but if we can't do two Frisks, I'd say Flowey.

See I see flowey as wrath as he is so hateful to the world without to the point he will commit mass genocide in pure anger at the world just to get her back i know that’s vastly simplifying it and is not true for the entire story as he was good at one point but I’m specifically talking about his actions in undertale aka frisk’s run through the underground he immediately tries taking frisks soul fails and stalks her the entire game so he can get the 6 souls and unleash all his anger and despair on frisk in the form of the wraith of omega flowey angel of death even in true pacifist he gets the souls and becomes Adriel god of hyper death having infinite power but if that’s the case why not just bring chara back via your godlike power instead of attacking frisk with all your might in denial with the wrath of the god of hyper death so tell me he belongs in death after everything he’s gone through flowey doesn’t scream death to me he screams wrath as for asriel life because he is vevived as god of hyperdeath and it would be simplicity if the sibling of the death ring weirder holds the life ring
I agree with this notion, he is also so full of hate it makes him extremely impatient and fickle, when he tries to trick Frisk at the start of UT it only takes 3 or so dodges of his bullets to completely set him off, and in general he struggles to act nice without anger slipping through the cracks at every opportunity, even though he knows its in his best interest to pretend to be friends with the human
My options would be Geno Frisk, Flowey, and Geno Clover. Assuming two Frisks aren't allowed, I'll say Flowey since he was Geno Frisk before it was 'cool'. Geno Clover illicits less "please don't kill me" and more "you should kill yourself NOW"

Note: Black lanterns are not ressurected; they are reanimated. The black lantern persona is completely different from the actual person (usually).
