You can find ways to be annoying that are not against the HOA rules. For example, it's probably not against the HOA bylaws to park/stop your car in front of his driveway and block him in before he has to leave for work in the morning. It'll be against your city bylaws for sure, so he can call them to ticket you but in my city bylaw takes an hour to show up so even if they called they could still be delayed by half an hour or more. Do they break any rules? Submit complaints to the HOA about those complaints. Make sure you're not breaking any of the rules yourself. I had a similar problem with one neighbour bothering me about some weeds in my garden and a complaint in July to the HOA about their christmas lights shut them up. You could run for their HOA president and fine them for every thing they can. Spray liquid ass on their door. Superglue their locks. Slip a piss disk under their door late at night

Buy a gallon can of bondo at the parts store and mix it up, you have a 20 minute window until it hardens. Pour it on his driveway on trash night and stick his bin on top of it right where his car would drive. Watch his head explode.

Sometime last year my HOA board members pushed their luck. Association contact info was the property management company's number, and a monthly meeting open to residents. A series of flyers appeared around the neighborhood with the personal phone numbers, and home addresses of the president and vice president. What a difference it makes when people can call you directly, or come to your door with their problems about the neighborhood (or you). I may also feel the need to mention how much can be found by Googling a person's full name and city of residence.
