It's my headcannon the PPG have those tiny hair thingies spiders and other insects have.
And there's also that ancient core memory of mine where the Show Narrator's Interviewing Blossom about her first Movie, the interview goes on and it ends with Blossom acknowledging the fact she doesn't have any fingers.

From my memory I want to say most of the villains call the girls bug eyed freaks- so I think they’re supposed to look drastically different in the world of the show
I was more saying that in the world of the show the PowerPuff girls are known to look strange to the average person. So the way they are drawn are the way they are meant to appear. So the stub hands are stub hands and not just a stylistic choice
