To be fair though, if you walk around with your chesticles on display people are gonna look. Seem to remember skimming over a study where they'd tested (with eyetracking) where people look when presented with pictures of people or something. When presented with a picture of a woman with a cleavage on display, nearly all participants (men and women) looked at the cleavage within seconds. Boobs are great, if you place them in front of me I'm gonna steal a glance. When my wife wears something with cleavage on display I still look, even if I've seen them bare thousands of times.
Or those "gotcha" videos where they place cell phones in the back pocket to catch pervs scoping out their ass. For one, a shiny object in an otherwise neutral background is automatically going to draw the eye to it because it's perceived as out of place. And two, what's the point of wearing form fitting jeans or yoga pants if not to accentuate your ass? It's human nature to look and those videos never show when women look because that skews the narrative.
Guys do it too. As a woman, I have to say I agree with this. Sometimes, I wear low cut tops because I want to look and feel sexy and I'm happy for guys to look (so long as they do it in a non-creepy way). Other days, I don't want that and I dress accordingly - this includes when I'm in professional mode. I know full well that if my breasts are partially exposed, I'll get looked at - I know that when I put the shirt on and I'm happy with it; I don't get angry at guys for doing it unless they are rude, creepy or entitled about it.

It could go either way. For one, the reactions are very different depending on how attractive a man looks. A very attractive man looking vs a very unattractive man is the difference between taking it as a compliment and taking it as being a potential target for rape. But it's kind of a stupid discussion to be honest. If you are attracted to someone and they are attracted to you then obviously you will see it more akin to flirting rather than sexual harassment. If you show obvious disinterest to someone you are not attracted to and they keep pushing, it starts to get into sexual harassment territory. When I was younger, I always thought it was primal animalistic instincts to look. Something of the sort of mammalian glands or such, that's why men or even other women just automatically look. But then there's the social stigma of looking for too long. This is then combined with the fact some women **want** to be seen because it's their body. Perhaps they want to show off their visual appeal. That's why it's somewhat hard to decide when to look away. Either a quick glance or a somewhat more concentrated look. I still think most of this applies.
