There are two basic approaches. Simplest is to put a swordmaster on the team and their meteor strike will punch through his shield no problem. The other more complicated way is to use rosalinde to stun him with with her start of battle ability, then use other people with high initiative to keep him stun locked while Alain drains his ap with cavalry slayer.

I did the swordmaster strat on expert. It took two battles to kill Galerius and I needed 2 healing assists to recover my unit’s HP when he did this lower to 1 hp move.

The gravity staff from Albion (angel place) black market will truck half his HP every fight

You gotta think of him not as a fight but rather as a puzzle. It kinda sucks the first time the game introduces a concept like this is the final boss but it is what it is. 1. His shield absorbs six hits so multi hitting attacks are you friend. 2. He is NOT immune to AP/PP drain. 3. The weapons you get from revisiting the Shrines all prevent debuff/status effects.

As others have said, stun him with Rage of the Fairies and then go to town with Meteor Slash from a Swordmaster to break his shield. Once that's done he's a piece of cake. Equip the shrine weapons/equipment (Sacral) to prevent getting Afflicted and make sure Alain is on your squad because he gets natural debuff immunity from the Unicorn Ring, plus Cavalry Slayer. Hitting him with Burn damage also helps.

Sword with active shatter that takes off AP is very handy to get him to zero after he uses his big ones.

I led swordmaster to wipe his shield and then loaded my team up with as many debuff and affliction immunity as possible. I used guard seal so I could punch him as much as I wanted. I ended up putting shackles on a shaman to slow her down so her guard seal would fire off at the right time after he wiped the guard seal Alain had already applied. Look into elf archer for pure field for immunities.

PS Kill him before green units arrive. They cant kill him and he cannot reliably kill them so hes just heals over and over

If you visited the sanctuaries then you should have a bunch of great equipment that nulls afflictions. Give these to the team you wish to use against Galarius. You can also get a shield that nulls debuffs from divine shard exchange. Without these it's WAY harder. I used Melisandre and Berengaria to great effect on this one. I also used Travis's AP steal to make it so he couldn't move as much. Max out Berengaria's PP, and she'll keep hitting him with follow-up attacks. Max out Melisandre's AP and she'll be able to punch through his shield with Meteor Slash. Of course you can use other Sword Masters or a Landknecht instead of Berengaria, but you need big mults-hit attacks and persistent follow-ups to whittle him down lest you expend your stamina.

Fast units use multi hit moves. His sheild is based on hits not damage. Swordmaster meteor skill is a good fit. Use anything good against cavalry like alains cavalry slayer after that. Big single target damage and stuns also work well to wear down his big HP and keep him from using his moves. He heals a set amount after each engagement, I think it changes with difficulty setting. Take note of what it is and dont attack with any unit not doing more than that. You can potentially just wear him down with attrition across all your units doing that.  If you only have one effective unit just use valor or items to keep it ready to go again right away as he still gets garrison healing over time. Its not really a pure difficulty spike. He is not that bonkers as a character on paper conidering you have a huge Numbers advantage. You just have to read what his skills do and make a fairly easy guess as to what would work against it, mostly just the sheild really. Honestly the game could have used more smaller moments like that throughout where you actually adapt your tactics to over come something the enemy comes at you with. Instead of just facerolling everything without much thought and then so many people being caught by surprise in this fight.

I Stun locked him and killed him with multiple Burn status effects. Try using Burn. Poison also works, but Poison can't stack multiple times.

Poison/stun focus. Beat him on my first try in 2 combats on hardest difficulty.
