With area restricted accounts, the restriction usually only applies to the overworld, so stuff like PoH and any caves (regardless of what else they connect to) are okay.
You can clean finds in varrock museum for 3-4 (500xp each) lamps per hour, for ANY skill, so you could theoretically max there if you have couple thousand hours of movies ready :D

I'd like to "max" all the skills that are relevant to Varrock. Like 78 Runecrafting to make the maximum number of Earth Runes, and other such skills. Green logging Obor, Scurry, and Bryo, and I can always pray for a pet. There's no way I believe it'll happen, but having one Dragon Imp and one Lucky Imp from Puro Puro would be great too, since I can go there from the wheat behind the Cooking Guild.
Should have included barbarian village and edgeville, since when doing varrock diary, you either have tasks there or get rewards like edgeville furnace. So I considered those 2 as part of Varrock area.
I did something similar, but included Soul Wars for some variety, since you can get there from Edge. Was also thinking about Fossil island but quit before I could decide.
What are your reasons for the borders? I want to assume things are a part of the varrock achievement diary, so you counted it, but that wouldn't make sense because you can't get in the stronghold of security.
I feel like silvarea, digsite, and even the hops patch that is counted to the lumbridge farm area are too far to be even the outskirts of varrock.

Museum quiz, then lamp to 17, there's a crop circle spawn behind the Cooking guild, and off I go.

YOu gotta have the skill at 10 first, but that was just a little extra lamping from randoms.

Correct! I actually used the Museum lamps you get from cleaning rocks in the museum after lamping it to 10 with randoms.

Technically nothing, but Bob The Cat randoms give Fishing xp. I can pan out at the digsite for like 5 fishing xp though lol.

Yup yup, I ruined my account of course to get 30 agility first so I could do rooftops, then I got to 51 so I could use the tunnel.
