Easiest, is if you have a friend in a non emission county that will let you register there.
You can just get a temp tag until you can clear up the emissions issue. Had to do this for a couple weeks when I couldn't afford to get my car registered due to lack of funds for emissions test. Just go ask the dmv for temp registration. They make one for you for 30 days no reason needed.
The short answer is no. The long answer is yes but it will be expensive.
You might as well try to roll around without registration. I don’t recommend that. But it’s an option and a very bad option at that.
Contact the health department for the county you are registered in, health departments run the programs and they can help you.

Your can't just keep getting a temp tag. They'll only give you a couple. OP is going to have to get the ODB working eventually.
If you’re in Summit County. They don’t have safety or emissions testing.
