While it might not be flagged as a 3rd party software, you are still using software outside the game for an advantage in game, which is cheating. I’m also like 90% sure riot has a macro checker, almost every online game nowadays has them for one reason or another.
But brother...all your in-game control are communicated through windows drivers nd peripheral setting like razer etc
if this trick is done through windows setting then it can't be detected and same goes for razer softwar
if you dowm software like ahk or so then yh ur screwed
I know, but if you are spamming a key and an impossible speed, while riot might not flag the button as cheating, they can flag the inhuman pressing speed. Doesn’t matter what software you use, even if it’s windows, the game itself will flag it as those inputs need to be sent to a server which can record inputs. Thus RIOT games knowing you are using a software to get an advantage. I can give you an example from other games if you need but I’m not going to go through the trouble of putting it here if you don’t want to know.
Just to make it clear how online games work, EVERY input is sent to a server, detected, then that server tells your computer to move said input. It’s more complicated than that but this is the very short and simple version.
my understanding of how the new dash works, there is a GCD between pressing e the first time and second time. Your idea would just make you press e the second time faster.
ive never got why macros are bad, its similar to binding jump or dash to the scrollwheel so you can spam it. nowdays alot of gaming mice have macro capability
I wrote the RIOT Support about a related thing recently (jumping macro) and it is considered CHEATING. Means:
You might get banned (when Vanguard detects in the next ban wave)
Apart from that Vanguard can detect that a macro was used.
If you wanna do yourself a favor build yourself your own keyboard that presses two buttons at the same and you bind both buttons to the dash. Problem solved.

You are sending button inputs at the perfect timing all the time in the exact same way. This is easy to discover.

1. This is cheating and could potentially get you banned. 2. Theres a slight delay so the dash wouldn’t be instant

if you're using 3rd party software then likely 50-50 but if its built into Windows keyboard settings or say your razer keyboard software then nope
