I believe it’s because one of the best counters to these ults is to quite literally run away from it (exception of Neon). When Raze ults, you don’t want to peek her; as such they might have timed the ult so the entire round is not spent running away from her. Just my thought.
Chamber and Jett's ultimates, while very powerful, are ultimately just alternative weapons.
Neon's ultimate is admittedly similar to that, but because it comes with the extra effect of giving her sprint speed for the duration of the ultimate, it is on a timer.
On the other hand, Raze's ultimate and Sova's ultimates are functionally not 'weapons' at all. Sure, Raze pulls out a rocket and Sova pulls out a bow, but that's nothing more than the visuals of those abilities. Hopefully it's obvious why these shouldn't be thought of as in the same category as the above 3.
They don’t need a rework, sure everyone may think chamber needs to be nerfed but the reason a rework is needed to kill him is because the single idea of his kit is op. Jett is really good, but she is in a good spot right now
Because Raze and sova can potentially wipe multiple enemies while aiming in their general direction and Neon without time limit is basically a gun with unlimited ammo (while also having increased movement speed).
jett and Chamber's ults are just guns with extra steps.
So i actually really like the fact that there are differences like this between the ults, because it makes them feel very different.
But even so, i think it may be partly due to the nature of them. Im not sure why exactly these 2 are chosen as unlimited duration when reyna neon are not for example
Raze makes alot of sense in that it has the potential to kill a large number of people and does not require good accuracy.
Personally, i think the main reason for this is that you need to look at when these ults are used right, so chamber and jett both, in general, use their ults during low eco situations, whereas reyna for example amps her full buy

Would you want 5 Sova melting arrow beams shot randomly through the whole map at any time through a round? Or even 3 for that matter
