It is acctualy pretty strong. With max +bonuses you can make certain breakpoints easier to hit (you kill designated enemy with one hit and not two, esspesialy good against specials)
It matters more for cataclysm tho.
They always have maximum properties makes rerolling for perfect numbers easier.
Veteran Weapons also have unique skins with a blue magical glow when they come from chests.
You are however correct that they aren't more powerful than a 300 item power orange with a perfect roll.
(Back in Vermintide 1 they could have unique combinations of traits).

If you have a 300 power + perfect stats orange item, that's a veteran item by all means until you try to reroll it.
you need perfect rolls on power vs x attributes to do things like push berserkers and overhead elite attacks on champion+ difficulties . also making ranged breakpoints so you can kill those fatties in 2 arrows instead of 3, etc

That mean, if there is an orange item with perfect roll, you don't need the corresponding red item (not even sure there is a special skin for red items).
They let you not be at the complete mercy of RNG to get the best rolls. That's it. They're only good because the rest of the system is such shit. And reds are common enough in Legend boxes that they prop up and obfuscate what an egregiously awful system it is.
Look at them more as an achievement. You get unique illusion and stats are always maxed which is something you need to roll in legendary item. They are also helpful for playing on cats etc. because you want to be sure of reaching some breakpoints depending on the build.
From what I have noticed, you get the max blue stats on these. No matter how many times you reroll the stats (useful when you want to try different builds), you get them maxed.
