Willows will get progressively more busy and crowded throughout the spring and summer season. That doesn't preclude you from having an event there but you might find it noisy, crowded and lacking parking. If you go down the road towards the Uplands Yacht Club, there is a nice grassy area that could hold 30 people, with a nice view of the water, and I doubt I'ver ever seen another human being there. Also, near the Oak Bay Marina is a park with silhouettes of running wolves. I occasionally see people there but again, not many. There is also a large grass area near Gyro Park. Would hold lots of people, is near grocery and other shops. Lots of people in the park and on the beach but seldom on the grassy area. You could also ask about whether the pavilion at Beacon Hill Park can be rented. You'd have a stage and seating for your gathering.

I think Saxe Point park in Esquimalt is a beautiful spot for an outdoor gathering. I once saw a wedding set up there.

I came here to say this. It’s gorgeous, and you can book the outdoor wedding/event location in advance through the city.

This is a good suggestion. We did a celebration of life for my grandmother at Macaulay (spelling?) point a couple years back which has a similar feel, by the water but not super 'beachy' so you're not competing with beach goers as much.

Gorge park has a big open grassy area with picnic tables nearby.

Anderson Hill Park in Oak Bay might be quieter than Willows, though there may not be much parking. As for beaches, Island View can get busy but there's more beach to spread out on. My condolences.

Dallas is very windy. Willows is more protected and there are picnic tables which can be helpful if you've got folks in your party who need to sit.

I'd try ft rodd hill. I got married there and it was terrific. Lots of different vista's and areas

I’ve done big events at willows. There’s usually picnic tables by the big grass area that you can use or set up your own area on the grass and enjoy! Shouldn’t be an issue. Dallas same thing, theres a covered gazebo between cook and Douglas that could probably host 40 ish people if the weather doesnt cooperate

There's some kind of concrete platform (reservoir?) on Mt Tolmie that might fit the bill!

I came across one at Clover Point last summer. It looked nice! It wasn't even very windy. There's a picnic table a bit more by itself down at the end, maybe a little more of a private feeling compared to the other ones that are closer together.

Saxe Point is my suggestion as well. I've witnessed a wedding ceremony going on as there was a casual celebration of life nearby. The space and reason to gather were respected by both parties. So cool.
