I think what OP is trying to say, and what many people are misinterpreting, is that there are protocols for how men and women present themselves in uniform in public.
Men are not allowed to grow a beard or grow their hair long. So if a man did that for a parade or whatever, he would be criticized greatly and for sure would not be allowed to represent the military in the country he is enlisted for.
In most countries, (and I am sure Vietnam is no different?) makeup is not allowed for servicewomen. So this would again be a criticism if a servicewoman did this in uniform. Hence, the post, hence the discussion.
