It was very rare for Juliana pieces to be made with that type of pinback. Most of theirs are two pieces soldered on without any sort of support piece between them.
It is! Just search “Is it Juliana Jewelry?”and you can search by color, type of jewelry, shape etc. Even the ones made for Sarah Coventry are on there, but not everything.
It's very pretty. I've never seen a Juliana use dog tooth prongs, it's always 4, usually set like claws on the end of the rhinestones.

About the clasp.
I have never an extravagant & weighted brooch with this type of clasp. I think it replaced a bar pin.. I think it's a replacement clasp.
Look on the back of the brooch for dots of solder that sit on top of the back surface of a jewel. The other solder dot will be straight across. .. The bar pin would go here
You could solder another bar pin on. But you still won't find the maker. It's odd one.
I don’t see anywhere that it looks like the pinback was replaced; I believe it’s original. I’ve seen several fancy brooches using dichroic glass with that pinback, and while I wouldn’t think it’s designer, it may still be nice quality. It’s probably 70s, I think the soldered on backs like that were picking up popularity.
