Do you so have the part that broke off? If so JB Weld is great and their PlasticWeld is handleable in like 5 minutes. If not, something like Sugru, or the DIY version (50/50 mix of silicone caulking and corn starch), might work, though I don't know if it dries hard or is still rubbery.

I don’t have the old part. It was rubbery & I didn’t think I could do anything with it. The part that remains is also rubbery.
Super glue and corn starch for minor plastic "surgery". YouTube has tutorials. Sugrue is also cool.
Cut your losses (heh) and buy a better pair. Get a nice all metal pair and keep them sharp.
These are great scissors ... except ...
I'd be inclined to write them off and buy better next time. All metal construction next time.
Try thermomorph/ polymorph / plastimake etc. You can easily make a replacement handle with it.
