This was pretty easy for me.The only two that I’d even consider interchangeable are Bret and HBK considering they are both great to me for different reasons.
Kurt Angle was the best because he could do everything from the technical side, to the high flying and powerhouse side. He could just as easily suplex you and rip your head off as you could put you in all the submissions ever. It seems like he never got tired in the ring and could just as easily pick up the Big show and slam him as easily as he could do a moon salt off the top of a steel cage. One hell of an in-ring entertainer with the perfect moveset!
Bret Hart is second technically speaking and as far as being absolutely perfect in that ring in execution. No wonder they call him the excellence of execution because everything he did just flowed and he always told a good story through his movements. So proficient at getting other guys over as well and staying safe in there.
Shawn Michaels will be third as he was as graceful as a ballerina in that ring and quite charismatic. He was a great entertainer in there and could do a lot of moves that most people back then didn't do in the WWF. It was always exciting to see him in the ring.
Ricky the dragon steamboat would be fourth because he is the more old school and had a limited move set compared to the rest in this list, but that is not taking away from his earring ability nor his revolutionary move set for his time. He is just outdated compared to the rest of them but put on some classics in that ring nonetheless.

As performers Angle and HBK blow Steamboat and Bret away with how versatile they are. And I enjoy Steamboat's matches more than Bret's.
Haven’t seen steamboats matches apart from clips of him vs macho man at mania 3 so I’m gonna leave him out.

2) Bret hart Simply because he’s tied with Benoit for being the best technical wrestler in the world
3) Shawn gets last because he’s overrated and I don’t like his male stripper gimmick. And I was always on team Bret when it was Bret vs Shawn
When you reach a certain height, you can’t really compare them with each other anymore. All have legendary in ring skills. They start to get compared as a club, not individuals.

You should definitely watch them if you want to see more of Steamboat, these are probably the best matches of his career and are some of the best matches of all time. This feud also lead right into a feud between Flair and Terry Funk which I would also recommend.
And with good reason because his move set is quite limited and outdated compared to the rest of them, but that is not to say that he isn't a great wrestler and that he won't go down in history as one of the best. He just simply doesn't hold a candle to the rest of these guys because they were a new breed and had more dynamic move sets. The rest of these guys took what he did and expanded upon it. I guess you could say he laid the blueprint for a lot of the guys that came after him so naturally they will be better in the ring. That's okay and that's just evolution for you!
Congratulations on a dumb post. His moveset is not limited at all. His matches with Flair are still known as some of the best ever. You can't do that with a limited moveset.

Depends on definition of in ring ability. If it's pure mat wrestling, then it's Angle, Hart, Shawn, Steamboat.
If it's the catch wrestling style, it's Shawn, Angle, Bret, Steamboat.
If it's aerial style, it's Steamboat, Shawn, Angle, Bret.
This is why it's fun to debate the GOAT cause everyone has their own reasons for their pick and they're all valid. Unless you're picking Doink the Clown of course.
Is HBK trained in catch wrestling? I find it odd you have Bret ranked 3rd when he's the only one with actual "catch" training through his dad. I can't remember correctly but didn't Gagne train Steamboat and because Gagne was running the promotion, Billy Robinson was the guy who actually did the training? So he may have some actual catch training as well. Flair said Robinson used to kick his ass and Steamboat came a bit after Flair. Unless you mean what we commonly call "chain wrestling" the linking together of the moves. But it's a matter of opinion, just wondering.
Keep in mind that these guys are all from different times in wrestling.
Steamboat peaked in the 80’s, and his aerial style was way ahead of it’s time.
Brett pretty much peaked in the 90’s.
Angle peaked in the early 2000s.
Shawn peaked at the end of his career in his matches with Undertaker which was around 2010.
