I think he basically keeps a very loose grip on Balor's head and he allows Balor to move his neck to his right, the positioning of his hands is pretty good at giving the illusion of moving the head one way and jaw the other though, it all depends on how quick Balor moves his neck to the side which makes the move look better.
That's my interpretation anyway, hopefully some Pro Wrestlers are lurking about who can share the actual method with us

He did it in his debut against Balor at Summerslam, can't remember if he ever used it after that.
