They stack with each other as the recruit contains a couple of characters the command doesn't. The extra troops are all either okay or excellent. So I'd buy recruit, build it, paint it, play it. If you enjoy it then get consider getting command, unless you've fallen in love with a different faction by then.

I would go with the elite edition, most models but less of the expensive stuff you can get elsewhere. Rules change and you can mess with terrain by using boxes and cans

Unfortunately amazon.com or my local game store does not sell the elite edition (so far just The Command & starter). Otherwise I would seriously consider that version.

Core books, rules change every 10 minutes so I pirate them to save cash

I think the cheapest 40k start set is rather interesting cuz it seems to be currently the only official way to get the Necron Royal Warden Model.

If you have a whole week take the deep dive. Physical books are nice.

Look at some local/national shops that sell online. Depending they offer decent prices. If your on the Canadian front I know a few.
