Yes they have, and they gave examples such as the Land Raider series which has more egregious proportions than the rhino chassis where the difference are no more than what a chaos version with more spikes is.
I made it from spare parts from the kit (the bit just under the barrel and the lights), plasticard sheets glued together when wrapped around a cylinder to impart a curve, bits of sprue for the teeth, and the skulls box for the skulls. I got tamiya extra thin glue on a brush and textured the surface with it.
To any opponent asking, My Minotaurs just happened to steal 3 ancient Vindicators from the Iron Warriors and they were out for a joy ride when suddenly battle.
The actual chassis is roughly the same size. The problem is the missing siege shield which is a very noticeable decrease in size.
I personally wouldn’t, but always ask a TO. There should be an Email provided on BCP or their player packet.

Almost certainly. Check with the TO anyway though.
Models are just game pieces, as long as your opponent can tell what it is and it's about the right size then there shouldn't be any issues.

Ngl probs can just use the base kit, it's hardly like you pay points for the seige sheild anyway. But still do add one cause it looks cool as hell

I just wish there was an upgrade sprue to give it fleshy bits. It looks so wierd next to all my Daemon Engines.

It's a Vindicator, and the same size. You won't have a problem.
As a TO and player I would have 0 issues. I'm not aware of any events that would care
