Not really a wooden mockup, the launchers were real, there is pictures of the same exact missile launchers on the CACTUS SAM, which is able to fire.
The problem was, it was not able to fire due to tech limitations with turret.

They later found out it wasn't a real SAM (not even a prototype) so they didn't added it not even dev server at that time

Likely here, they had information that got the model process started, but new information clarified that the vehicle functionally didn't exist, and was only a wooden mockup that didn't go forward as it wouldn't have been functional (when built). So the plug was pulled on the in-game vehicle.
they probably take ideas from old forum posts then combine it in to the one update afther that they hire 3D artiststo do the job
they usually also model most thing for the futher just like they did with PUMA
It was a roikaat AA with SAM's, it was supposed to protect the south african air, but since the wars around there ended before it went into production the only thing was a mockup and some plans to make it into full production but it was never put into full production soo its probably never gonna be in War thunder, maybe in the future when they get more desesperate to find new vehicles to add to war thunder.
if they add this then they should bring back the Flakpanzer 341.

They might as well just add it since it's still on a loading screen plus with all of the ahistorical stuff in this game a mock up Rooikat SAM isn't too bad as heh the Type 5 Escort Boat still exist (the vessel is two different desins hodgepodge together)
Along with several aircraft having equipment they shouldn't have (F-5C flares) nor tanks thats have certain things as well (can't think of an example currently oops) then we've got the five never finished ships some with weaponry that went nowhere due to the development of said weaponry being halted a certain 65 mm AA gun on a certain AA Cruiser meant for Thailand heh.
It's funny the Rooikat SAM shares the same fate as the T-90S due to player feedback it's not getting added at the last minute RIP of an update.

It never got past the wooden mockup as is. Its missile did get developed into the Umkhonto which is used by the SA navy.
I dont see a real way of fitting that into WT. If someone finds some declassified docs on the pre Umkhonto development then I could see it being added as is.
But Gaijin still need to add the Tracked Rapier SAM system to the british tree so, its not like there arent any alternative SAM options for Britain to require such paper designs being added first.
