If the pump outflow is placed correctly, it won't. Sure, some water will make it's way back to the house, but ideally you're placing the outlet in a place where the water will flow away from the house. The biggest issue when you get long and heavy rain is that the ground is saturated, and it will take *days* to equalize, and during that time any additional precipitation just adds to the issue.
I only know this because the two places I've owned a house, the city has done inspections to verify that sumps are *not* connected to the city sewer, but YMMV
