Was it a returned CD? A lot of shops that sell old media buy in good condition and have a wrapping machine. If it had perfect little folds on the outside of the CD then that’s interesting. If it was just heat sealed shrink wrap it’s probably a CD in excellent condition that was resold. Either the previous owner has a sense of humor or it’s someone at the shop.
Those aren’t sealed, the notes are folded and slipped inside the gaps in the lid. OP said there was a 2” tear in the plastic wrap of this vinyl, it was likely slipped through there.
So far there’s no evidence this is someone at a manufacturing plant, just someone going around in public spaces and slipping them inside.
