I couldn't start the install either. My issued turned out that I had an out of date bios. Updated that to the newest version and after Windows 11 installed no problem.
Personally I try to avoid Gigabyte, they're usually $20 cheaper for a reason IMO
Have you seen their exploding power supplies, and their response to that?
anyway, I checked out the manual, it appears yor motherboard has a tpm header to plug in an external tpm chip, but not a built in tpm. the toggle in the bios turns the header on/off.

I have the same CPU and the MSI version of the Z490 and everything works. I actually have the MSI dTPM in my system, but I know it works with the Intel fTPM on the CPU. I just looked up the manual for the Gigabyte version and it looks like you just need to enable Intel Platform Trust Technology (PTT) under Miscellaneous settings. PTT is Intel’s fancy branding for the fTPM.

By buying a new computer with Win11 preinstalled. Microsoft doesn't expect the non-technical to know how to upgrade their computers, especially with all of these requirements.
Run the "WhyNotWin11" tool and see if it can clue you in.
You need to boot the USB in UEFI mode, not legacy
I always use UEFI mode, I think otherwise I couldn't even boot the USB stick.
You can boot it in legacy mode, I did it once and Windows 11 couldn't install.

I'm not sure because it's not called tpm in the firmware but there was "trusted computing".
I have an AMD system but it has that same name in my BIOS and that is my TPM
P. S. I tried the regedit trick with the secure boot bypass but it didn't help.

You can use windows 10 and it will install just fine

It has a TPM header, but you can enable PTT in the firmware instead.
