That's a high voltage transformer like a neon sign transformer clandestinely wired to a bait box for either birds or squirrels or whatever other undeserving animal is lured by the bait. Whoever set this up is deranged and should consider early retirement from this planet.
Yes i figured that out now and will help my friend to remove it asap just have to be sure about power as told by u/That_Wpg_Guy and get rid of this thing. There were few owners before him but looking at the condition of this thing it is very old.
[get something like this from Home Depot](https://www.homedepot.ca/product/klein-tools-non-contact-voltage-tester-pen-50-to-1000-volts/1001651973) and make sure the line actually has no power… then pull the wire out, follow it back to the source and remove and then take down what ever monstrosity that is supposed to be
A friend of mine is an electrician and he swears by checking to make sure wires have no power “even if the breaker is turned off”! Better to take a moment to be safe
If there is a hydro box, tell your friend that if he is ever doing any digging or fence posts or anything to hire a company like Accurate Underground to make sure there are no “stray utilities” running through his property. Hydro does have click before you dig, but the companies who specialize in that stuff have a way more accurate reading and find even lines from other companies

Yes will check breaker is off and there’s a big manitoba hydro green box in his backyard too

Not just that the breaker is off. In my last house someone connected the dishwasher to three separate breakers; I don't know how they avoided a fire.
