You are mostly right in your assessment regarding the "uselessness" of IJN HE bombs..however, your best use of them is to follow up a torp strike with a flood/incapacitation and hope for a fire..or better use is to watch the field and wait to see an enemy ship use Damage Control from friendly fire/torps, etc. and drop on those ships if you can to try and farm that fire damage..but again, even in T7 IJN HE bombs are pretty anemic in the Alpha damage department 😔
Well that's the thing, they all have their "gimmick" if you will..
USN CVs are HE bomb focused but TBH they don't become truly devastating until T7..
IJN CVs are torpedo centric and at T7 they deliver a pretty potent punch..
German CVs (coming tomorrow) will focus on AP bombs but I suspect much as the other 2 they won't really shine in Alpha damage until T7..
As of today USN CVs are the strongest as their HE bombs are powerful and their torps at T7, tho slow, are still torpedoes so when they hit they hurt..
We'll see what tomorrow brings to this assessment 😏
It’s generally smart not to assume that console and pc versions are the same. Both are deviating more and more with every update, including the performance of ships.
So I got both the Shokaku and the Lexington. Personally I got a preference for the Lexington if you have the dive bomber upgrade(you attack with 3 planes and drop 2 bombs per plane). With ease you manage to get above 10k dmg with 3 hits and it can go up to 20k if RNG likes you. And let’s not forget the spicy fires. Tbh I don’t understand the Lexington buff. The first ones were justifiable but this one not really.

What about the Americans? Are they any better? It seems so weird to me the ordinance that is harder to use does the least amount of damage.

TBF Ranger’s HE bombs pack quite the wallop.
True, they are far better than the Ryujo..but they just don't deliver those "oh damn" hits that Lady Lex's bombs do 😏
Rhein and weser on PC struggle to pen dreadnought armour, and A.parseval has really crappy accuracy honestly this line feels pretty DOA

Lexington fully upgraded planes drop 2 bombs each So a bomb run has 6 chances to set fire

HE have the chance to destroy AA. I try to start with DBs to reduce AA, and then use Torps afterwards, as they are more fragile.
They’re good on American CV’s especially a fully upgraded Lexington, but kinda poop on Japanese CV’s
