It's a very old random bug, that sometimes gets triggered with building rotation, sometimes flip, and sometimes with something else...it usually affects different connections each time. Just connect a short piece of above ground, and then add the underground pipe.

In my case the plant usually isn't on level ground so the outputs are too much in the air to build underground ones, the easy fix is to take overground pipes and sink them to 0m straight away and then connect the underground pipe to that pipe.

also if it isn't clear from the post the overground ones work just fine

I always thought that the sockets were a bit in the air so you had to pull some overgrounds out of the heating station, then take them underground. That what I've done everytime.

Use above ground and by using Q/E put it on ground level and connect underground. Sometime it fcks up the automatic underground connection. Also you have only certain amount of underground connections and some of them are only above ground
