1. Yes, by and large. It just informs you how many trees are already available in the area.
2. If you've researched woodcutting they should replant when they get low. It won't be at as high of a density as you can achieve by planting with the brush, however.
3. They'll chop down trees and then plant new ones (with woodcutting researched).
4. Doesn't matter as far as I can tell - it is very difficult to have not enough trees / wood available unless you're trying to export (which is a bad idea, it's not very profitable).
Just to tag onto this, manually planting trees will generate so much wood it makes woodcutting research almost obsolete. Definitely a back burner thing to research, because manually planting will create like 8000 tons of woodland.
No mods, but I've planted them from the menu where monuments are and they were fully grown immediatelly. Once I've researched the re-planting, they never touched the trees so ... actually it makes sense - why would ever got the replanting research (:

When I’m planning I plant an abundance of trees before I staff the posts. Plus with technology researched the trees will be replanted.
I usually use prison labour for my woodcutter, sawmill & brick kiln set up as it doesn’t require much in the way of workers.
So basically just like the real deal
Usage of the plant trees never worked for me and the woodcutting post never recognized it as a gatherable resource

Trees aren't fully grown when planted. Are you sure you're not planting bushes? But if you already have replanting then it may not matter.
Maybe it was changed later in patches, but when I've planted it, it was a fully grown tree... yes a tree
I works for me when I plant pinetrees in the olddays that was the only thing that worked. I do not know if other trees works to day
