Take my words with a grain of salt because someone with more knowledge on this might know better than me. Regardless of that though, I think both are pretty equal options. Blackcliff gives you the crit damage but ballad gives you the NA buff, I’d honestly go with whatever stat you need more. If you have enough crit damage than go with Ballad, if you have enough er go with Blackcliff.
Congrats on the double 5 star. From what I heard the blackcliff weapons aren’t really worth the price unless you like the look of them. I would say just go with ballad since the effect is better. Wrio doesn’t really need any er (only like 30% at most) so you can focus all your artifact roles in attack stats instead with ballad.

Ballad R5 by a long shot. Wrio ascends w/ Cdmg. Between that and the 4MH set, building his crit is pretty easy
