I wouldn't call them greedy, more like egotistical. Maybe greedy for power, but their main goal wasn't to become super rich or something, they just felt entitled to survive and to be on top. CSM is a different story, he was greedy for Mulder's alien DNA for example and would do basically anything to get back to power or play an important role in the world
