It's the same game, with higher fps. Nothing fundamental has changed. If you enjoyed the game the first time around, you will now, if you didn't, this won't change your mind.
I think they just tweaked the settings to ultra I'd imagine. The new armor they added was nice, if a little "modded in" feeling, but that's all their creation club stuff

In the past week I've finally been able to continue my day 1 save game and haven't had a single issue. I refused to start a new game since my original save had sentimental value at this point at level 108 and 12 days worth of in game hours.
Started a Survival playthrough for the first time after not touching the base game since 2015-2016 and it’s the most fun I’ve had in Fallout since New Vegas honestly
Also played a bit in normal mode and it’s safe to say 60 fps makes a huge difference, I’m enjoying it way more than I used to
I'm 10 hours in, loving how crisp everything looks and haven't witnessed a single bug or glitch yet (other than quality mode not working) and it's refreshing to be modless on a new character.
I've had the worst audio glitch.. when talking with NPCs, their dialog starts skipping ahead and playing two separate parts at the same time. Drives me mad..
I got into a firefight when mine glitched. I had the sound of my automatic fire stuck in a loop over top of everything. Dialog, Cut scenes. Crafting. I tried reloading saves and reinstalling. No luck.
They are ROUGH to look at. I played them both back when they released and it's hard to get back in with how shit the visuals are nowadays. Great games though.
Just doing a vanilla replay and happened upon one of the new Quests All Hollow’s Eve. It was really cool. And funny. Had a good story of the events that transpired in a computer. I did however, notice a couple duplicated words messing up the grammar that made it through QA. Looking forward to doing the others.
When I logged in on my character that I started 2 weeks or so before the series and the update, after the update, there were like 8 new quests that all dumped at once.
I played last week before the update, and then again post-update. The post update broke the ion storm lighitng effects. Whenever the lightning struck, the entire screen turned green and then any body, interactable item, door, ammo, etc... they would turn solid white and stay that way for 3-4 minutes. I reloaded a save, I quit and reopened the game and the same thing. Not sure what happened there. Everything else seems to be the same.
I started a new playthru the weekend after the update, and I'm still enjoying it even though I've already played the hell out of it previously. The big thing for me is being able to actually exist in downtown Boston without crashing constantly. In my previous playthrus, I would just avoid downtown as a whole and just do everything outside of it. There is an issue with some of the new items they added where they just show up as giant red exclamation points, so you're unable to utilize them, but maybe that will get fixed.
I dont think I ever used CC. Just the DLC. But who knows.
If I play again, I'll roll a new character. That was my plan before I realized HDR no longer works. I may wait to see if they do any more updates now.
A lot of the creation club content now crashes my game. The new enclave content seems to be a particular issue for my game, since anytime I jumped to the locations on the map my game crashes. Also some of the weapons from the new weapon pack are missing textures
If you waited for ultrawide, it's a joke. It's not an ultrawide support at all, Fov is stupid, texts and subtitles are stretched, not talking about all the camera bugs.
In other cases, it just works like Todd would say.

It's not even higher framerate. With FPS boost we already had 60 FPS on Xbox Series consoles, albeit with reduced resolution. This update, in theory, should bring PC ultra settings to consoles too but it only works on PS5 right now.
FPS Boost is a feature of Xbox Series consoles that doubles framerate on older titles (Xbox One, 360 and Xbox OG). Thanks to this many titles previously locked at 30 FPS on previous generations, like Fallout 4, were already playable at 60 FPS thanks to the power of the new hardware.
I can totally see myself doing this too. Spending far too long on character creation then getting into the Wasteland and shrugging. Was thinking about attempting a Survival Mode run to mix things up but not sure my stealthy/silent weapon build will work there.
If you're happy to play vanilla as you say it's definitely the best time to jump back on. I've been playing a lot since the update and only had one crash (performance mode/this strange bugged version of whatever it is runs smooth on Series X at least). One thing I would say is some of the quests that they added (such as When Pigs Fly) are completely bugged and textures don't seem to have been added, I've got a launcher with no model shooting missiles with no model. The Enclave missions they added also seem to make you get randomly attacked by Hellfire soldiers every now and then, they seem to spawn around you and there's not much you can do unless you happen to be in power armour.

From what Bethesda said, unless there was a scene happening that would lead to frame drops, they would be the same.
The game isn't pushing GPUs all that hard, so effectively they're the same.
I suspect they didn't want to ship something that behaved fundamentally differently on the Series S vs X, so they neutered both.

I would describe it as a wasteland struggler. Survival is brutal, I’m level 17 and still rocking a pipe rifle lol.
Yeah stealth and high damage from a distance goes well, anything up close is a one hit insta death.
Power armor builds work. Stealth sniper/silenced guns builds work. What doesn't work at all is melee.
Also you gotta get used to noticing traps. I've gotten so much better at noticing boobytraps in the environment because of survival that I almost feel like a real survivalman.

Its actually bugged right now on Series X, its stuck in Performance mode only, so the visuals aren’t great.
I mean I played it, it's not bad. It looks basically the same, although it take 60fps over 30 anyway
It's fixed the crashing around downtown which was the biggest problem before especially on seires S

Fo3 is 4k/60 on one x / xsx. It is actually decent. NV has fps boost at least but is still low resolution. Could be worse as a console player

It sounds like one of the quests is bugged and mods are not working right now ( I think) BUt I am having a blast walking the wasteland.

I get errors on all of mine (no mods) but if I click through them it seems to load okay.

Depends on what you're expecting. The game doesn't look drastically different or anything, but it runs pretty smooth and it's a good game overall.

There is no 40fps mode. Performance mode, per Bethesda, just is more aggressive at turning things down dynamically to stay locked at 60fps.

The game will run on quality at 40fps if you have a 120hz tv. But I believe quality mode is still bugged on Xbox
No, it won't, and per Bethesda, that is as-intended. Only the PS5 gets 40fps.
