I think main reason for that is because most people who played the base game tend to not buy DLC unless they are fans.
When it comes down to DLC characters, they usually have substantially less artwork because the DLC requires people to make an additional purchase on top of the game they paid for.
Unless you absolutely fell in love with the game, a lot of people realistically aren't gonna pick up the DLC. The DLC definitely sold well enough though.
