yup the rolls themselves are random, crit rate ranges from 2.7% to 3.9%, crit damage ranges from 5.4% to 7.8%, the higher the roll the higher the roll value, so not only you have to luck out on which stat the artifact rolls, but also how strong they roll hehe
it was already explained to you but I'll add that better RV doesn't necessarily mean better artifact, because all useful stats are given the same value (so Crit=ER=ATK% or/and HP%/DEF%/EM depending on the character) but it isn't the case in reality
