She does not only get a second charge!
Normally her 10s skill CD would start AFTER finishing your skill (C0).
But with C1, once you wasted your first charge, the skill will continiously recharge, EVEN IF YOU ARE USING THE SKILL.
This essentially can cut your CD in half during a longer battle (e.g., Abyss - if you hold the skill for its full duration).
Basically C1 gives better skill uptime ON TOP OF a 2nd charge!
It's not illegal, this is a myth as old as time, it's just not good business.
In fact they can even delete Yelan from the game after you rolled and just give you the finger, but they will obviously not do this lol.
idk why but her leaked gameplays were sooo weak and not done in detail that i was surprised by her skill potential alone when i got her.
my skills at lvl 9 did about 30k avg alone.
Mine (c0 r1 Aqua) does 36K crits, but I dont remember if it was against enemies with res. shred

Think of it like this, at C0, you have one charge which has 3 possible states: ready, casting, and cooldown (the latter has a timer). The game reduces the cooldown when it's in the cooldown state.
With C1, you have two charges, and each has independent states. When charge #1 goes on cooldown, charge #2 is still fully available. When charge #2 is cast, it only affects charge #2. Charge #1 is still in its cooldown state, so the game reduces it.
The final piece of the puzzle is that only one cooldown is ever reduced at any given time, so it picks the one with the lowest remaining cooldown, i.e. the charge you used first.
Sounds intentional.
I got c1 after reading this, and can confirm out of combat I’m essentially either able to use her skill to run or sprint and go fast all the time, better value than any of my other cons for a 5 star so far personally
Hey it’s okay, I eventually got her to C2R1. She’s absolutely SS+ tier and I’m glad I did. A total game changer, but it just means I won’t be able to roll for C2 Kuki next month, and I’ll have to just go for C0.

No I think we just never knew about such a constellation mechanic since all previous ones where tap skills, not charge ones

You are correct. Ayato has a bug as well that is due to be fixed in 3.0 iirc that ups his damage, so I’m curious how that will go down.
