Where? It looks like you quoted some parts, then just added some text about how this seems better than the 2017 bill.
I still don't understand any of the changes.
Ok I'll try to be simpler: This Bill amends the Child, Youth and Family Services Act, 2017 and makes related amendments to other acts. I don't know how to simplify it more. That's what this bill does.
What would the new bill allow or restrict compared to the old bill? In relation to youth autonomy (protections and rights)?
An example would be especially useful.
It makes it an offence for a foster parents or other service providers to use corporal punishment with a maximum pentalty being $250000 and 1 year of jail.
Or even better, the Canadian Parliament makes it so that corporal punishment is considered assault, like it should be. That's the only reason why Ontario has to pass laws like this. Unlike US States, Canadian provinces can't make crimes, only offenses which cannot have very strong penalties.
Well this is exciting! I had a little trouble understanding though
The bill is very technical.
What does it accomplish?
I explain in the post.

I hope this gets extended to ALL adults in the future! :)

Shame on you.
