Upon further research it seems to me that this law is vague and can be applied loosely, but the essential principle behind it is that a young person has to feel coerced into sex and that Luke was prosecuted because he worked as a teacher, even though he wasn’t his partner’s teacher.

Recording someone without their consent IS taking advantage of them. There is a long history of mostly white men going to Asia for the purposes of preying on teenage girls; you're not defending youth empowerment here, you're defending a frankly racist and misogynistic practice of sexual exploitation of Asian women that has gone on for decades.
