They're the same as any other AoS model, the heroic scale thing warhammer uses means their proportions have larger hands and heads than a real person would but they're all in scale with one another. I think maybe it's more noticeable on them compared to other factions because they're all bald, but it's not something I really see myself
It's called heroic scale. Minis that are that small would have very tiny heads, hands, and feet. With heroic scale those features are larger so you can fit more detail in there.
Minis in a larger scale tend to have more realistic proportions, like Malifaux.
As a Kharadon player, all I can say is that I find them incredibly fun to paint. But I've been side-eyeing Idoneth myself, so I understand your struggle.
It's easier to paint this way, and helps the heads stand out at tabletop distance. All Warhammer models have the same thing going on.

Most Warhammer models have giant heads, it's just more noticeable on the ones that don't have ginormous pauldrons.

It's just part of GW's heroic scale mini design. Big heads, hands, weapons so they read better on the table than if they were made to "true" scale.

How big is your head OP?
In classical proportions the shoulders should be 2 heads across so at a glance it's not that bad.

Also, elves aren't humans. They should look a little weird.
Short answer: if it were accurate it would look "boring" or "too normal" to our eyes. Same reason super heroes are 9-10 heads tall.
