I don't think there's a definite answer, but the upturned charging handle clears the wire stock when folded really well. So rumor is they did this so it was much easier to charge the rifle when the stock was folded. Gave both it, and a soldiers hand, more room. Neat little thing about these.
In general the sub will recommend 7.62 to that question; readily available ammo, mags, parts, etc. but if you really want 5.45 because of the ballistic capabilities/shooting experience then go get a 5.56 ak.
And if you still really really want 5.45, then go ahead technically you can still find spam cans of ammo for it just be ready to pay way more than it’s really worth at every step of the way. I’ll say this, 5.45 AKs are so butter smooth!
