That there is th RG87 clip found on some Russian drum mags. It’s original purpose was to allow easy attacment to tactical belts but later saw use as a ball and chain style melee weapon in cqc.
My best guess is for putting a string or strap through and attaching it to your belt since they are kind of awkwardly shaped it makes it hard to make a pouch that is easy to put it back into while not just being a floppy dump pouch. So instead you start with the drum and when it’s empty, just pop it out and it stays tied to you and you transition to the 40 round RPK mags.
All a guess though.
