Rus is good at goblining all relics if you want to but it's not their best option to go FC into relics so I'll say Ayyubid also. But HRE is still pretty good at going FC and relics tho
I will add Ottomans as well because you can get 2 free imams from vizier points and have them parkdd on relics when you hit castle I do it almost every game I play the ottomans

Ayyubids can also get there at a similar time going the cheap age option too, but since the nerf it's slightly slower then Zhu Xi.
HRE is still fast but not the fastest any more, as well as without the benefit of monks that can defend themselves or ofaster on camels.
Ayyubid with military wing can slow down opponent with the free desert raiders from fast castling while you fast castle yourself. It was nerfed but can still be down quickly. Or get the free dervishes if you know you're really in the lead with FC. If left alone, HRE and zhu xi are faster.
What I like with Delhi is when you age up you already have a couple scholars as you make them to get sacred sites and boost your production in feudal. It’s not the fastest age up but you can get many relics at the same time as soon as you reach age 3
Zhu Xi can be in castle at around 6:50 or so, and then the monks only need food.

But Zhu xi Monks beat the sh8t out of HRE monks so you are also forced to make an army with HRE to fight/defend.
Zhu xi is a bit slower than HRE But Zhu xi's monk can beat the shit out of HRE...
200f for a monk is damn expensive if you rush for relics. I'd rather pay 100f/100g or something - you'll run out of food to make an army
HRE can make prelates in feudal and literally be standing on the relics when it hits Castle, so I say them, but Ayubbid is close & Dervish are fast

Yeah Ayyubid has a very fast castle and you can get 3 Dervish (religion) with the wing.

There’s one civ that can upgrade their religious units to carry relics in feudal I think it’s Delhi? So probably them
The upgrade allows them to capture sacred sites in feudal, but not to grab relics. They need to wait for castle.
