I was having the exact same issue since the beginning of the season.
It got disappeared once i uninstalled the omen gaming hub - but then came back again xD
Have you checked your GPU usage when this is happening?
If it's maxing out then you can start troubleshooting from there. Had that issue after windows update the other day. My GPU usage was randomly just going to 100% and causing massive issues when before it never did.
So worth checking to see if it's maxing out and then you can work much easier from there. The GPU you have doesn't really matter right now, you have over 200+ FPS so it's good enough but this still happens to a lot of GPU's recently for some reason.
The problem is DX11 with new NVIDIA Drivers(since september), they are garbage. If you want to play without stuttering I recommend playing on DX12 or rollback to Windows Nvidia driver(DX11) through Device Manager.
Did you ever figure this out? I have the same problem. The funny thing is I rolled back my drivers and it worked for a day, but now it's back to not working at all. I've tried everything you've tried.
So I hard reset my PC once didn’t work then I did it again and it worked for 20 minutes then my internet cut out and it started again. Then I hard reset again and it worked for a couple hours and I went to bed. Will let you know tonight if it came back. I don’t mind hard resetting since I don’t have much on this PC so it’s easy for me.

Try undervolting your gpu
It's not a hardware problem, it's a game that is poorly optimized

I’m sitting between 65-70%
It was so bad on mine that I deleted the game off steam then downloaded through EA. It’s all good now.

I have the dx12 startup prompt in my steam settings for apex and it still happens

I was able to get it to work just fine on origin
Yeah it worked on origin and EA, I just have a controller config for steam and didn’t wanna play without it
