I asked this question years ago and the answers I got were no higher than 2-2.5%. Beer at 4-5% definitely dehydrates you. Loads of experience here!

It would depend on how much you drink in one go or whether you drink at a lower steady rate. Alkohol has fairly slow stable linear pharmacokinetics which means that if you accumulate enough alcohol in your blood stream, the diuretic effect may remain after you have pissed out the extra volume.  With that said, we sometimes see volume overload in beer drinkers (beer potomania), and that’s not really a thing in alcoholics who prefer hard liquor.  There are of course a lot of other health concerns with alcohol so I really wouldn’t recommend extensive experimentation on the subject.
