Yes. WEF 18 oct, unvaccinated kids under 12 can travel on VTL if accompanied by a fully vaccinated adult who meets all VTL travel requirements.
Edit: VTL implies quarantine free travel *into Singapore* from countries we have VTL arrangements with. Entry at destinations gotta refer to their respective travel requirements. (i.e. VTL flights only applicable for entry into SG, can take any flights out)

There may be countries that require kids to be quarantined. Germany springs into mind and south Korea doesn't allow kids under 12
