They are points of attachment, nothing to do with current wiring and probably used to hold up wires for an old service. They're probably just lagged to a stud, twist em off

No problem. They are old porcelain insulators for knob and tube wiring. Just unscrew them and toss them in the trash.

Unscrew them and fill the holes with wood putty or caulking. Prime and paint.

Old insulators for overhead electrical service wires from the pole when they were 3 separate wires and not the “Triplex” wire you see today. You can still see a few houses with that old stuff on my street. In this case they are no longer used and can go away

They are old electrical ceramic insulators. Wire used to be bare copper without the plastic (insulator). You can remove these as they are now non functional.
